CARMI, Ill. - The one arrest to report out of Carmi over the weekend, without much explanation for the guy's behavior, might prompt several to wish the institutions were opened back up.
That's because Shane B. Simmons, 20, of the 200 block of North Main Cross in Carmi, put on quite a display Friday afternoon, according to the narrative in the police report.
Carmi Police say the whole thing went down at about 2:20 p.m. Friday, June 14, when officers responded to a location just up the way from Simmons' residence.
Officers reported that they had responded on several occasions over the past few months in regards to Simmons screaming and cussing at people on the streets as they went by him.
The particular victim (person who signed a complaint against Simmons) on Friday advised that Simmons had walked by her house for the last four days, cussing and yelling that he was going to kill someone.
He was taken into custody at about 2:30 p.m. Friday and jailed on a $150 cash bond, which he was able to post to secure his release...and probably will get right back to his bizarre behavior, at which time we'll cover it and likely pose the same questions again as to why nothing can be done to abate such a thing.
SALINE/GALLATIN COs., Ill. - Illinois State Police in District 19 Carmi have released statistics from recent patrols in both Saline and Gallatin counties.
Here are the stats as reported by Illinois State Police (ISP) District 19 Interim Commander, Lieutenant Lance Hinkle, of the Roadside Safety Check (RSC) held in Gallatin County from late night June 14 to early morning June 15, 2019. District 19 Officers conducted the RSC at Illinois Route 13 and Illinois Route 1.
Hinkle also announced the results of an Alcohol Countermeasure Enforcement (ACE) patrol held in Saline and Gallatin counties in June. This ACE patrol allowed the ISP to focus on preventing, detecting, and taking enforcement action in response to violations associated with impaired driving and illegal transportation or consumption of alcohol or drugs.
FLORA, Ill. - This past week's Flora Police Department activity report is shorter than previous weeks, and with the exception of a wreck involving out-of-county folks, the rest of the report involved Flora residents.

On Monday June 10 at 12:44 pm, Flora Police investigated a traffic crash between Tammy S. Harper, 57 of Flora and David M. Bryden, 74 of Flora at the intersection of N. Mill St. and E. Fourth St. Bryden was transported to Clay County Hospital and Harper was issued citations for Operating Uninsured Vehicle and Failure to Stop at Intersection.
On Tuesday June 11, Flora Police arrested Brayden M. Hubble, 19 of Flora for Possession of Stolen Motor Vehicle following an incident in the 300 block of Adams St. Hubble underwent booking procedures at the Flora Police Department. He was unable to post bond and was transported to the Clay County Sheriff’s office.
On Thursday June 13 at 4:47 pm, Flora Police investigated a traffic crash between Max B. Moore, 19 of Cisne and Rene L. Long, 45 of Olney at the intersection of E. North Ave. and Mill St. No injuries were reported and no citations were issued.
On Saturday June 15 at 12:05 am, Flora Police arrested Diana Siegler, 35 of Flora for Domestic Battery following an incident in the 500 block of S. Main St. Siegler was transported to the Flora Police Department where she underwent booking procedures. She was unable to post bond and was transport the Clay County Sheriff’s office.
On Saturday June 15 at 3:54 pm, Flora Police issued Brandi L. Holloway, 29 of Flora a citation for Speeding following a traffic stop at the intersection of N. Worthey and W. Fourth St.
On Saturday June 15 at 7:26 pm, Flora Police issued Carrie A. Christman, 39 of Flora a citation for No Valid Registration following a traffic stop at the intersection of S. Mill and Vincennes.

SALINE CO., Ill. - Illinois State Police (ISP) District 19 Interim Commander, Lieutenant Lance Hinkle, announces the ISP will conduct a Roadside Safety Check (RSC) in Saline County during July.
The use of RSCs combine a strong sense of public awareness and enforcement in order to save lives of the motoring public.
The ISP has zero tolerance for impaired driving in Illinois. Officers working the detail will be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, transporting open alcoholic beverages, and most importantly:
Driving Under the Influence (DUI);
Safety Belt and Child Restraint use;
Speeding;
Distracted Driving; and,
All Illinois Vehicle Code and Criminal Violations.
Alcohol and drug impairment is a factor in more than 30 percent of all fatal motor vehicle crashes in Illinois, and throughout the U.S., nearly 10,000 people die each year due to alcohol-impaired driving. RSCs are designed to keep our roads safe by taking dangerous DUI offenders off the road. This project is funded through the Illinois Department of Transportation.

CROSSVILLE, Ill. - Apparently, a Crossville guy thought it was okay to drive without a license as long as he was in his own hometown.
But of course that premise doesn't fly with law enforcement or the courts...and what he was driving didn't help matters, either.
This whole thing went down last night (Monday, June 17) when at 7:15 p.m., an officer stopped Paul M. Smith, 35 of Crossville, while Smith was riding a mini-bike on the roadway.
As it turned out, the officer knew Smith's license to be suspended, and so Smith was arrested on that charge. And then of course the bike he was operating wasn't the street-worthy kind, so Smith was additionally cited for Improper Operation of an Off-Highway Motorcycle on Roadway.
Smith was apparently able to post bond as he is currently not being showed as incarcerated at Carmi's city/county jail.
MT. CARMEL, Ill. - Two arrests to report with City of Mt. Carmel Police Department pertain to disparate matters, one a warrant service out of Richland County, and one a call to a local business about a customer.
The Richland County warrant was served Thursday, June 13, on Cory J. Walker, 25 of Mt. Carmel; it was a Failure to Appear warrant on a case in the adjoining county. Police located Walker outside of a residence in the 600 block of Copp Ave. Walker was placed under arrest and transported to the Wabash County Jail where he was held pending the posting of bond.
Then on the 17th, Mt. Carmel Police arrested a subject after police were called to Kieffer Lumber in reference to an individual charging items to an account belonging to his employer. Upon arrival police were notified that Tracy C. Wilson, 30 of Mt. Carmel, had been charging items at the store to his employer's account and then keeping those items. Police determined Wilson charged over $3600.00 in tools to his employer's account without the employer's knowledge. Wilson was interviewed by police and was subsequently arrested for felony Theft over $500.00. The charge is a Class 3 felony. Wilson was transported to the Wabash County Jail and held pending the posting of bond.
MARION/FAYETTE COs., Ill. - Illinois State Police (ISP) District 12 Commander, Captain Cory Ristvedt, announces the results of Nighttime Enforcement (NITE) patrols in Marion and Fayette counties during June.
These NITE patrols allowed the ISP to focus on preventing, detecting, and taking enforcement action in response to impaired driving and occupant restraint violations especially between the hours of 9:00 p.m. and 6:00 a.m.

Alcohol and drug impairment is a factor in more than 30 percent of all fatal motor vehicle crashes in Illinois. Over half of all fatal crashes in Illinois occur at night. The NITE program allows officers to work even harder at removing dangerous impaired drivers from the road and making sure everyone is buckled up. This project is funded through the Illinois Department of Transportation.
CRAWFORD CO., Ill. - A Robinson repeat offender has been sentenced in her most recent meth case in Crawford County, and considering she was on probation in another case, this time she’s off for a little stint in IDOC.
Jennifer Tedford, 37, is the woman in question.
Tedford’s arrest on the current charge - Possession of Meth less than 5 grams, a Class 3 felony - came about May 29 of this year. It so happened that it also came about 11 months after Tedford had been placed on two years’ Probation on yet another meth possession charge - a charge which she caught in August of 2017. And it so happened that when she caught the August 2017 charge, she was on Probation from a Domestic Battery Causing Bodily Harm charge dating back to October 2016.
Apparently not one to follow through much on probation revocations, prosecutor Matt Hartrich managed to get a sentence yesterday (Monday, June 17) for Tedford on the most recent meth possession charge of three years in the Illinois Department of Corrections, to be followed by a year of parole. In prison math, that means she’ll be out in a year and a half, which isn’t nearly enough time to dry out completely, and which will set her on the road to reoffend here in another year and a half, keeping the IDOC merry-go-round going.
EAST ST. LOUIS, Ill. - An East St. Louis police officer is under federal indictment for allegedly taking thousands of dollars in fake overtime pay, U.S. Attorney Steven D. Weinhoeft announced today.
Mario H. Fennoy, 48, of Lebanon, Illinois, has been charged by a federal grand jury with fraudulently obtaining overtime compensation from the East St. Louis Police Department for nearly a year.
Fennoy allegedly began submitting false claims for overtime pay in 2017, while he was employed as a patrol sergeant. According to the indictment, Fennoy was actually at home, spending extended periods of time at a secondary residence, when he was supposedly out working the streets. The indictment further alleges that Fennoy falsely cleared calls and reported responding to dispatches when, in fact, he never left the house. From April 2017 to March 2018, Fennoy is accused of submitting over 50 bogus requests for overtime pay, totaling more than 200 hours. He is accused of using the fraud to significantly boost his earnings. The charge alleges that in 2017 Fennoy received a base salary of $69,382, but after overtime, he received more than $205,000 in total wages.
“Every day, many dedicated police officers report to work in East St. Louis, one of the most impoverished and dangerous jurisdictions in the country, to protect and serve the people who live there,” U.S. Attorney Steven D. Weinhoeft said. “Due to serious understaffing, many of them work considerable overtime hours trying to improve the safety of this community. We strongly support the men and women in law enforcement who work in these difficult circumstances. But at the same time, the U.S. Attorney’s office will continue to serve its critical role preserving the public trust by holding law enforcement accountable when necessary.”
Fraudulently obtaining money from an organization that receives federal funds, like the East St. Louis Police Department, carries a maximum sentence of 10 years in prison and a $250,000 fine. Restitution is mandatory.
The investigation was conducted by the Southern Illinois Public Corruption Task Force, which consists of agents with the FBI, Internal Revenue Service/Criminal Investigation, and the Illinois State Police. The prosecution is being handled by Assistant U.S. Attorney Norman R. Smith. Citizens are encouraged to report suspicions of public corruption to the Southern Illinois Public Corruption Task Force Tip Line at (618) 589-7373.
SOUTHERN DISTRICT IL - Three men accused of committing a string of armed robberies in the St. Louis metropolitan area are facing new charges in the Southern District of Illinois.
Jalon Moore and Garry Johnson, of St. Louis, and Larry Rhines, of Collinsville, Illinois, have been charged in a superseding federal indictment with conspiracy to commit multiple armed robberies, two counts of business robbery, one count of bank robbery, and using firearms to commit each of those robberies.
According to the indictment, Moore, Johnson, and Rhines, all 22 years old, are responsible for robbing at gunpoint a Sprint store in Fairview Heights on March 9, 2019, and a Marco’s Pizza in Collinsville on March 28, 2019. Moore and Rhines were also charged with the armed robbery of a GCS Credit Union in Collinsville on March 30, 2019.
The three defendants are also under federal indictment in the Eastern District of Missouri for similar crimes arising from a string of armed robberies of the following businesses in St. Louis:
• The Mack Bar and Grill on January 9, 2019; • A Jimmy John’s on February 9, 2019; • A Subway restaurant on February 17, 2019; • A Panda Express on March 18, 2019; and • A Sprint store on March 21, 2019.
If convicted of all charges, the three defendants could be facing decades in prison. The conspiracy charge and individual armed robbery counts each carry a 20-year maximum term of imprisonment. Using a firearm in furtherance of the robberies carries a mandatory minimum sentence of 7 years and is punishable by as much as life imprisonment, which must run consecutively to any other sentence imposed.
This case was brought as part of Project Safe Neighborhoods (PSN), the centerpiece of the Department of Justice’s violent crime reduction efforts. PSN is an evidence-based program proven to be effective at reducing violent crime. Through PSN, a broad spectrum of stakeholders work together to identify the most pressing violent crime problems in the community and develop comprehensive solutions to address them. As part of this strategy, PSN focuses enforcement efforts on the most violent offenders and partners with locally based prevention and reentry programs for lasting reductions in crime.
This case is being investigated by the FBI, the St. Louis Metropolitan Police Department, the St. Louis County Police Department, the Collinsville Police Department, and the Fairview Heights Police Department. The case is being prosecuted by Assistant U.S. Attorney Alexandria M. Burns.
WEST FRANKFORT, Ill. - A federal grand jury has returned an indictment charging Jonathan Wade Bohn, 43, of West Frankfort, Illinois, in the October 2014 mailing of two threatening letters to officials in Franklin County, Illinois.
The indictment alleges that Bohn was incarcerated at the Federal Correctional Center in Allenwood, Pennsylvania, when he sent a letter threatening to kill certain Franklin County law enforcement officers and officials.
Two weeks later, Bohn allegedly sent another threatening letter, this time to the Franklin County clerk of court, claiming there was a bomb inside a Franklin County school that would detonate the following day. This second letter caused the closing of nine public schools, affecting over 6,400 students.
Mailing a threatening communication carries a maximum possible sentence of 5 years imprisonment. Threatening to use an explosive device is punishable by as much as 10 years in prison. If convicted, Bohn also faces a fine of up to $250,000 and 3 years of supervised release on each count.
According to the Bureau of Prisons website, Bohn is now being housed at a high-security facility in Florida and is currently scheduled for release in August 2022.
The investigation was conducted by the FBI and the Benton, Illinois Police Department. The case is being prosecuted in the Southern District of Illinois by Assistant United States Attorney Ranley R. Killian.
CARMI, Ill. - Two arrests in Carmi last night got two women toted off to jail, one of them a highly familiar name in the area dating back almost ten years ago.
The two incidents occurred within minutes of each other shortly after 8 p.m. last night, Tuesday, June 18, so will be featured chronologically, meaning the familiar name will come up in a few.

The first was made on one Jessica L. Sutton at 8:02 p.m.
Sutton, 38 of Sycamore Street in Carmi, was the subject of a Wayne County warrant for Failure to Appear in a court case there.
She was arrested at her residence and toted to the city/county jail in Carmi, where she was held pending the posting of bond; that hadn’t been accomplished yet, as of Wednesday afternoon, June 19, at any rate.
The next arrest came about as the result of a traffic stop ten minutes later.
Haven Kirkpatrick
This was affected on a motorist, whom city police pulled over on suspicion of DUI, on Main Street at Rock Bottom liquor and convenience store. Turns out, the motorist was none other than registered sex offender Haven Kirkpatrick, 38 of Carmi. Regular readers will recall her name and visage; if you’re relatively new to the site since 2011, click the link to read about her.
Kirkpatrick was booked at the jail, charged with two separate Driving Under the Influence counts: DUI-Alcohol and DUI with Blood Alcohol Content of .08 or more. She was able to post bond of $300 to secure her release.
EDWARDSVILLE, Ill. - Tyler S. Seibold, 31, of Edwardsville, has been sentenced to 20 years in federal prison for production of child pornography, U.S. Attorney Steven D. Weinhoeft announced today (Wednesday, June 19, 2019).
U.S. District Court Judge Staci M. Yandle handed down the sentence after Seibold pleaded guilty to a two-count indictment in March 2019. There was no plea agreement entered in the case. An investigation by the FBI and the Illinois State Police-Forensic Computer Crime Unit revealed that on several occasions between November 2017 and May 2018 an IP address assigned to Seibold downloaded multiple images and videos of child pornography using a peer to peer file-sharing program.
In June 2018, agents served a search warrant on Seibold’s Edwardsville residence and seized several computers, cell phones, and other data storage devices. A forensic search of those devices revealed what appeared to be self-produced photographs of a nude 3-year-old girl.
Agents soon determined that the girl was related to Seibold and contacted her mother, who confirmed that the dates on the photographs coincided with family events and trips. The child then disclosed to her mother that Seibold had also exposed himself to her. At sentencing, both of her parents provided statements about the emotional impact Seibold’s crimes have had their daughter, who is now in counseling to deal with the aftermath of the abuse.
Seibold claimed that his punishment should be less severe because he has autism spectrum disorder (ASD), but Judge Yandle was not persuaded, observing that Seibold had never been diagnosed with ASD before. She also found that Seibold’s expert witness did not use the proper testing methods and did not have the necessary qualifications to make an ASD diagnosis.
As part of his sentence, Seibold was ordered to serve 10 years of supervised release, during which time he will be required to undergo sex offender treatment, forego possession of any cameras or visual recording devices, and have no unsupervised contact with minor females.
The case was investigated by the FBI, the Illinois State Police Forensic Unit, and officers with the Madison County Sheriff’s Department and was prosecuted by Assistant U.S. Attorney Christopher Hoell.
WABASH/EDWARDS COs., Ill. - Illinois State Police (ISP) District 19 Interim Commander, Lieutenant Lance Hinkle, announces the results of an Occupant Restraint Enforcement Patrol (OREP) held in Wabash and Edwards counties during June.
This OREP provided extra patrol coverage for the ISP so officers could focus on saving lives by making sure all vehicle occupants were buckled up.

Most motorists know safety belts save lives, but some ignore their safety and that of their families by neglecting to use safety belts and child restraint devices. These patrols reinforce the occupant protection message by focusing on those who ignore the law. Lives can be saved if people simply “buckle up!” This project is funded through the Illinois Department of Transportation.
CARMI, Ill. - A Carmi repeat offender remains behind bars this evening after an incident last night wherein he is alleged to have beaten an elderly woman with a belt.
Carmi Police report that they were called to a residence on the 100 block of Maple Street last night (Wednesday, June 19) at about 9:17 p.m. in reference to a Domestic Battery complaint.
Upon arrival, police learned that Jason Phillip Schneider, 39, reporting the residence on Maple as his, was the one allegedly battering people.
And it wasn't just any battering.
According to the report, Schneider had been confronted by the 68-year-old alleged victim for striking children in the premises with a belt. After being confronted, it's alleged that Schneider shoved the woman, causing her to fall to the ground, then struck her with the belt as well.
Apparently she signed a complaint against Schneider, and he was arrested and transported to the city/county jail.
But that wasn't the end of his troubles.
During a search of his person, a metal grinder with a small amount of a green leafy substance was located.
Schneider, who keeps popping up on the police blotter for various incidents, was charged with Aggravated Battery to a Senior Citizen, Domestic Battery, and a civil citation of Possession of Cannabis...which he probably should have ingested BEFORE he picked up any belt at all so he could mellow out a bit.
CLAY CO., Ill. - Clay County Sheriff Andy Myers has released his department's activity report for June 6 through the 18th, and with so much ground to cover, it turns out it's a big one.
June 6, Clay County Sheriff's Deputy arrested Steven T. Felty, 27, Clay City, for Violation of Bond, Driving While Driver's License Revoked and Resisting or Obstructing a Peace Officer. Bond set at $50,000.00 (10 percent). He is currently incarcerated in the Clay County Jail.
June 6, Clay County Sheriff's Deputies arrested Caleb Matlock, 21, Edgewood, on an outstanding Parole warrant. Matlock was transported to Illinois Department of Corrections.
June 7, Clay County Sheriff's Deputy arrested Zephrum Jones, 37, Clay City, for Improper Operation of ATV, Unlawful Possession of Methamphetamine and Resisting a Peace Officer. Bond set at $15,000.00 (10 percent). He is currently incarcerated in the Clay County Jail.
June 8, the Clay County Sheriff's Office was called to a disturbance at the 400 block of South Church Street in Louisville. Upon investigation, Clay County Sheriff's Deputy cited Jody R. Beccue, 33, Louisville and Ronald W. Guinn, 49, Louisville, for city ordinance Disturbing the Peace. Both were given Notices to Appear and released.
