HARDIN CO.—An arrest has been made in a case involving sexual abuse of an underage child in Rosiclare.
Franklin Carl Cowsert, 21, of Rosiclare, has been formally charged with two counts of Aggravated Criminal Sexual Abuse and one count of Sexual Exploitation of a Child.
We don’t know the details of any of the charges, nor when any of this is alleged to have occurred. However, we have been advised that the alleged victim is a female juvenile under the age of 13.
