Invoking Nazi Tyranny While Defending Spending Malfeasance
Justifying the
gifts, dinners, parties, alcohol and more, Trustee McGuire compared herself to revered German theologian Martin Niemoller & invoked Nazi tyranny while defending the COD President, senior managers, accountants and trustees.

Here’s a brief summary:
- COD admits no meeting minutes exist that record board votes changing COD President Robert Breuder’s contract. In Illinois, without public votes, such addendums are invalid. With the extensions and extra perks, Breuder’s contract is currently worth over $469,000.
Dr. Breuder claims a contract until 2019 (page 6), but are all the contract addendums valid?
Last Friday, Attorney General Lisa Madigan and Lake County States Attorney Michael Nerheim received my Quo Warranto application seeking a review of Breuder’s employment contract and addendums.
- COD has deep “conflicts” with board members of its supporting community foundation- a total of $192 million in COD payments went to foundation board members since 2010. Many contracts circumvented competitive bidding and payments were hidden through “Imprest” accounting.
- “Possible fraud” at the radio station- learn why there’s a major concern.
- COD touts an enrollment increase of six percent since 2008. But since 1998, enrollment is down by more than 5,000 students- even after COD spent more than $600 million on brick-and-mortar expansion.
