SALINE CO., Ill. — Harrisburg residents awakened this morning to the sight of numerous police officers in the area of Vine Street at approximately 7:30 a.m.
State’s attorney Mike Henshaw and Southern Illinois Drug Task Force Agent David Blazier told Disclosure the activity was due to the Illinois Department of Corrections (IDOC) executing a routine sweep on inmates out on parole, some of whom had garnered outstanding warrants.
Two individuals were taken into custody this morning including 28-year-old Dennis Deon Jackson, also known as ‘lil D’, who was charged with two counts of Delivery of Cocaine within 1,000 feet of a Church.
It appears Jackson’s time behind bars has done little to rehabilitate his criminal inclinations because he was charged in 2005 with Delivery of Cocaine within 1,000 feet of a School/Public Housing/Park, Delivery of 1-15 grams of Cocaine and Unlawful Possession of Cannabis.
In return for the remaining charges being dismissed, Jackson pled guilty to the 1-15 grams charge and was sentenced to six years IDOC and ordered to pay $489 in fines and fees.
In 2008 Jackson was charged with one count each of Unlawful Possession of a Firearm while FOID Card, Obstruction of Justice, Criminal Trespass to State Land, Unlawful Possession of Cannabis less than 2.5 grams and two counts of Felon in Possession of a Firearm.
Pleading to one of the Felon in Possession of a Firearm charges in return for the remainder being dismissed, Jackson was sentenced to 48 months probation, which lasted about one year before he violated that probation when he was arrested and charged with Home Invasion w/Injuries, Knowingly Damaging Property $300-$10,000, Domestic Battery, Obstruction of Justice, Resisting a Peace Officer, Unlawful Possession of Cannabis less than 25 grams and Disorderly Conduct.
He was ultimately sentenced to five years IDOC in July of 2010.
According to court documents, Jackson has a pending case in Saline in which he is charged with Unlawful Possession of a Controlled Substance (prescription medication) and Unlawful Possession of Cannabis less than 2.5 grams.
Richard Kevin Cooper
The second individual taken into custody this morning has been identified as convicted drug felon 42-year-old Richard Kevin Cooper.
Although the charge that sent Cooper back into the custody of IDOC was something along the lines of Animal Running At Large, his criminal history is a bit more sinister.
In 2004 Cooper was charged with Aggravated Fleeing Police/21 mph over posted limit, Operating an Uninsured Motor Vehicle, Driving Under the Influence of Drugs 2nd, three counts of Disregarding a Stop Sign, three counts of Improper Turning and being an Unlicensed driver.
Pleading to the fleeing charge in return go for the remainder being dismissed, Cooper was sentenced to three years IDOC and ordered to pay $508 in fines and fees.
Cooper drew another five year IDOC sentence after being convicted in 2011 for Unlawful Possession of Meth less than five grams.
As part of the plea deal he was ordered to pay $7,925.80 in fines and fees of which he still owes $4,925.80.
Both men are currently in the custody of IDOC.
The sweep was coordinated by the Illinois Department of Corrections Parole Division and conducted with the assistance of the Saline County Sheriff’s Department, and Inspector David Blazier of the Southern Illinois Drug Task Force.
