Violence, thefts and sex offenders charged in Richland

RICHLAND CO.— Disorderly conduct, theft and violence, topped off with yet another child sex offender not reporting to authorities where he’s living, filled the county crime docket this issue.

Drug activity was so plentiful that it required its own headline (see related story).

 

Calhoun burglary charged

Jaymie Lee Cochran, 45, of 301 East Lafayette, Olney has been charged with one count of Residential Burglary after authorities say on March 13, 2013, while at 1532 North Shell Rd., Calhoun, she knowingly and without authority entered into the dwelling place of Don Gayer to commit theft.

Cochran also has a pending case of Theft under $300 in Richland from earlier this year.

And in keeping with the shoddy way state’s attorney David Hyde runs his office, Cochran also has two cases pending from 2012 including one wherein he is charged with Unlawful Damage to Property less than $300 and Theft less than $500.

A cash bond has been set on the latest charges at $1,500.

Cochran is currently being housed in the county jail.

 

Disorderly in Noble

Jennifer R. Snelling, 23, of 4554 Crandell Lansville Rd., Coryden, Ind. has been charged with Disorderly Conduct after police say she made a false report of a crime.

According to court documents, on February 4, at 136 West Locust St., Noble, Snelling knowingly transmitted to deputy Robert Sakowicz a report that she was being held against her will, knowing at the time that there was no reasonable grounds to believe that such an offense has been committed.

Because Richland County has stopped placing police reports in files like normal counties do, there’s no indication of what the real situation was in this bizarre charge.

Snelling was housed in the county jail on $500 cash bond.

 

Tried heist from Rent One

Jerry W. Tilley, Jr., 44, of 526 West Chestnut, Olney, has been charged with one count of Disorderly Conduct after authorities say on Jan. 1, in the 500 block of North Ludlow St., Olney, he knowingly contacted police for the purpose of transmitting a false report of information in that he reported his backpack containing a Dell Inspiron laptop and an Apple iPad had been stolen from him while he was in the city park at a time when he knew there was no reasonable grounds to believe such an offense had been committed.

Tilley was also charged with one count of Theft for exerting unauthorized control over the Dell laptop intending to deprive Rent One permanently of the use of the property.

Because there was no police report on file (a practice commonly done in counties where the prosecution of accused criminals is conducted in a more normal fashion than what’s done in Richland), there’s no indication of whether Tilley is accused of simply not returning a laptop he’d been renting, or if he was allegedly conducting some kind of scam against Rent One.

Tilley was convicted Jan. 17 of Unlawful Possession of Cannabis less than 2.5 grams and was serving sentence of 18-month court supervision at the time of his arrest.

He also still owes $653 in fines and fees from that case.

Tiller was housed in the county jail on $1,500 cash bond.

 

Obstruction in Parkersburg

Anthony Chapman, 18, of 302 East North Ave., Parkersburg, has been charged with one count of Obstructing Justice after authorities say at approximately 8:59 p.m., on Jan. 9, while at his residence in Parkersburg and with intent to prevent the arrest of Lyle B. Stremme, he provided false information to Deputy Kevin McCormick in that he related to the deputy that Stremme was not present in the residence.

Other than more than half a dozen traffic citations, Stremme has numerous cases pending from 2013 including an Unlawful Possession of Drug Paraphernalia charge from April 24, Disorderly Conduct from June 29 and Violation of an Order of Protection November 15, which is all de rigueur for David Hyde, who’ll let cases languish in Richland County; in some instances, up to four years.

Chapman was released from custody Jan. 11 after a $1,500 cash bond was posted on his behalf by Jack Chapman of  West Main in Olney.

 

Child sex offender fails to register

In addition to being arrested and charged with Driving Under the Influence of Alcohol and Operating an Uninsured Motor Vehicle, Matthew D. Tomlinson, 33, of 252 East South Ave., Noble, has been charged with Failure to Register Change of Address When Required To As A Sex Offender.

According to the information filed in the case, on or about February 1 Tomlinson knowingly failed to inform, in accordance with the provisions of the Child Sex Offender Registration Act, Richland County authorities of his change of address within three days of ceasing to have a fixed residence or being temporarily absent from his current address.

Tomlinson previous address was 138 Thompson Rd., Goodrich, Tex.

He was released from custody Feb. 3, after a $1,500 cash bond was posted on his behalf by Twila Purse, who claims P.O. Box 153, Noble, as her address.

Tomlinson is the last in a long line of frequent flyers when it comes to failure to register…but his case was pursued by Hyde quickly, probably because he wasn’t a member of the criminal Earp/Trout family (Jonathan Trout was one of those whose same such case actually languished for four years in Richland, while he continued to beat people in both Richland and Hamilton counties).

 

Old guy hit and bitten in Olney

Casey Schmidt, 19, of 703 West Mack, Olney, has been charged with one count of Aggravated Battery after police say on or about December 25, 2013, while at her residence, knowing Raymond A. Quinn to be a person 60 years of age or older, committed battery in that she struck Quinn in the face multiple times and bit both of his hands.

Ms. Schmidt is new to the criminal scene in Richland, having only civil matters on file at the circuit clerk’s office: In October of 2013 she had a small claims case decided against her in the amount of $641.29 to Cellular One. She also incurred $119 in court costs.

Schmidt was released from custody Dec. 27, 2013 after a $1,500 cash bond was posted on her behalf by Anne Newlin Schmidt of the same West Mack address.

Special conditions of Ms. Schmidt’s bond include that she remain away from Raymond Quinn.
