WABASH CO.—Apparently this was one case David Rands couldn’t dismiss the accused’s way out of.
Colby Rigg, the former E911 board director and second-in-command at Wabash County Emergency Management Agency, entered a plea in his case of multiple theft counts today at Wabash County circuit court.
Rigg was charged with ten counts of theft or official misconduct for misappropriating money that was to be used for the E911 board, this coming last year after an audit showed irregularities in the agency’s funds.
Today at a preset hearing, Rigg entered into a negotiated plea as struck between the county’s acting prosecutor, David “Rollover” Rands (who was appointed on a conflict with Cassandra Goldman, Wabash State’s Attorney), and Rigg’s attorney, Brian Shinkle, who seems to be excelling at getting his clients to enter pleas these days.
The plea was to counts 1 and 2 of the charges, with the rest being dismissed.
He has already been sentenced (probably part of the plea deal), receiving 2 years probation, 180 days in the county jail stayed, $1,572 in fines and fees and he must make restitution. When we see the restitution amount, we’ll know pretty much what Rigg took, as we haven’t been able to get a total so far.
