
MT. CARMEL, Ill. - Mt. Carmel Police have been dealing with a rather interesting bunch of individuals over the past week, as the MCPD activity report covering February 20 through 25, 2019, shows.
On Feb. 20, Mt. Carmel Police arrested Kenneth C. Swatsley, 31 of Mt. Carmel, after he was accused of striking two family members in the 600 block of Cedar. Swatsley was taken into custody and transported to the Wabash County Jail where he was charged with two counts of domestic battery, where records indicate he is still being held pending the posting of bond. He’s set for a March 18 next appearance.
On that same day, Mt. Carmel Police arrested Kyle P. Graff, 26 of Mt. Carmel, after he was stopped in the area of Fourth and Poplar streets. During the traffic stop it was determined that Graff was driving on a suspended driver’s license. Graff was arrested and transported to the Wabash County Jail where he was cited for driving while license is suspended and operating an uninsured motor vehicle. He posted bond Feb. 22 and is set for first appearance March 19.
Also on the 20th, MCPD arrested Mark A. Vanvleet, 49 of Mt. Carmel, after police were called to a residence in the 300 block of Mulberry Street. According to the police report, Vanvleet was inside of the residence trying to pull live electrical and cable wires from the basement of the residence. The complainant signed a probable cause for disorderly conduct against Vanvleet. Vanvleet was arrested after a brief struggle with officers and then transported to the Wabash County Jail. He was charged with disorderly conduct and resisting arrest, and held pending the posting of bond.
On Feb. 21, Mt. Carmel Police arrested Kimberly L. Lowry, 35 of Mt. Carmel, after she was stopped by the police. During the traffic stop it was discovered that Lowry did not have a valid driver’s license. Lowry was arrested and transported to the Wabash County Jail where she was cited for operating an uninsured motor vehicle and no valid driver’s license. Lowry was held pending the posting of bond, which she didn’t need as she was allowed to recog.
On Feb. 24, Mt. Carmel Police arrested Donna M. Angle, 42 of Mt. Carmel, after the arresting officer observed her in the parking of IGA and knew she was wanted on a failure to appear warrant out of Wabash County Jail. Angle was transported to the Wabash County Jail and held pending the posting of $200.00.
On Feb. 25, Mt. Carmel Police arrested Bryan M. Potter, 27 of Mt. Carmel, after police stopped him and found him to be in possession of suspected methamphetamine. Potter was stopped because he was a suspect in a theft. Potter was transported to the Wabash County Jail and charged with delivery of methamphetamine. Potter was held pending the posting of bond.

Also on the 25th, MCPD arrested Frank E. Shoultz, 42 of Mt. Carmel, after police were able to secure an arrest warrant charging him with delivery of methamphetamine. Shoultz is accused of selling methamphetamine during an undercover operation conducted by the Mt. Carmel Police Department. Police went to his residence and placed Shoultz under arrest and transported him to the Wabash County Jail. Shoultz was served the warrant and was cited for allowing his dog to run at large. Shoultz is being held pending the posting of $5,000 cash.
