PALESTINE, Ill. - An actual arrest of a person talking on a cell phone lead to the discovery that the man was driving on a revoked Florida license, of all things.

(We say 'actual arrest' because so few of the 'using cell phone while driving' citations are actually made on the spot, and usually are the result of a post-accident investigation.)

But that's what happened yesterday (Wednesday, February 13), when Palestine Police Chief Jeff Besing saw a driver talking on his cell phone and Besing initiated a traffic stop.

The driver of the white 1994 Lincoln Town Car, Michael D'Angelo, 30, of Bicknell, Ind.), was discovered to be a revoked driver out of the state of Florida.

D'Angelo was arrested and transported to the Crawford County Jail where he was charged with Improper Use of Electronic Communications Device and Driving While License Revoked.

He was processed and held pending a cash bond.
