EDWARDS CO., Ill. - The presence of a great number of police entities surrounding a West Salem business in the north Edwards village startled many this afternoon, given the fact that the place sits right on the main road running through town.

Our sources are telling us that the host of law enforcement officials were surrounding West Salem Country Market with guns drawn earlier today due to the presence in the store of one Justin Koonce, who actually purchased the business from the Alumbaughs recently.

It was reported to us that Koonce sleeps on a mattress in the back of the store.

Apparently he was there, and taken in. And while we've not learned charges yet, it's the understanding of our source in the area that someone turned him in, possibly for a drug infraction.

Koonce is the guy who was busted last week speeding on his motorcycle with a 12-year-old child on the back, neither of them wearing a helmet, in Wabash County. He's a notorious character, actually having been featured on America's Most Wanted some years back.

When we learn more, we'll bring it. Keep watching.


COUPLE SENTENCED IN SUSPECTED METH-COOK CASE, CLAY COUNTY

CLAY CO.— A Farina couple have been sentenced after pleading guilty to possessing the ingredients to manufacture methamphetamine.

Jeremy W. and Tina M. Beck, ages 40 and 35, respectively, both of 134 Cougar Rd., Farina, were charged with one count each of Unlawful Possession of Methamphetamine Manufacture Materials and Unlawful Possession of Methamphetamine Precursors after authorities say on September 4, at 1010 West North Ave., Flora, the Becks were found to be in possession of lithium batteries, Coleman fuel, an instant ice compress as well as pseudoephedrine.

Jeremy is a convicted thief from Wayne County, having been found guilty of felony Theft July 29, 1999 for which he was sentenced to six days in the county jail, probation for two years and ordered to pay $1,832 in fines, fees and restitution.

He was sentenced to court supervision for two years December 11, 2007 after he was convicted of Unlawful Possession of Drug Paraphernalia.

He was also ordered to pay $2,300.20, of which he still owes $1,435.20.

Tina, on the other hand, doesn’t appear to have much of a criminal history in either Clay or Wayne counties.

Both entered plea agreements in their cases recently.

Jeremy pleaded guilty to Unlawful Possession of Meth Manufacture Materials and was sentenced to the Illinois Department of Corrections and ordered to pay $1,734 in fines and fees, of which he has paid nothing.

Tina pleaded guilty to one count of Unlawful Possession of Methamphetamine Precursors for which she was sentenced to probation for 36 months, ordered to obtain drug treatment and to pay $5,104 in fines and fees, of which she has paid nothing.

CHARGES FILED IN DEATH OF MURRAY DEVELOPMENTAL CENTER RESIDENT

MARION CO., Ill. - It took a week to announce a grand jury indictment against an Alton man in the death of a disabled client of a troubled developmental center, but it appears that now - finally - information is being made available.

Christopher Michael Duguay, 25, of Alton, has been charged with two counts in connection with the March death of a disabled man at the Murray Center in Centralia (Clinton County): Class 4 felony Criminal Neglect of a Resident in a Facility, and Class 3 felony Criminal Neglect of a Resident Resulting in Death.

Many say the charges aren't harsh enough, considering the actions leading up to the death of Todd Clementz, 46, who was deaf and blind, and housed at Murray, totally reliant on the staff for his care.

Clement died on March 30 of this year in an incident that was ruled a homicide last month according to a Clinton County Coroner's jury. During testimony at that hearing, co-workers said that Duguay gave Clementz a "cold water shower using a spray wand" as a way to keep Clementz from going to sleep earlier than he was scheduled. The co-workers said that Duguay had previously given "forced showers" as a way to punish residents, although that wasn't substantiated by ISP troopers in independent investigations. It might be noted, however, that Duguay is a big guy: about 6 feet tall and 250 pounds....so his very size is imposing, let alone whatever he used it for in order to "deal with" residents as per coroner's jury testimony.

Additional information from the autopsy as related to the coroner's jury was that Clementz had choked on cold water while in this shower, and had vomited while in the shower.

Duguay had been placed on administrative leave after the incident, then was terminated. Employees at Murray are "state employees" and many records are available to the public; he has not been hired anywhere else, and in fact his termination came on the heels of seeking work at another state agency "during an internal investigation." These details and others were kept from the public or a while, but most have eventually been published, following outrage by other clients/residents at the facility, as well as their families.

The charges came in the form of indictments which were handed down December 9 and unsealed yesterday (Dec. 17).  Duguay is out on bond ($25,000) and is set for a next court appearance in Clinton County January 11.

WEST FRANKFORT WOMAN SENTENCED TO PRISON ON DRUG, WEAPONS CHARGES IN WHITE

WHITE/FRANKLIN Cos. — A West Frankfort woman has been sentenced to prison after pleading guilty in White County court to drug and weapons charges while her co-defendant in the case awaits trial.

Authorities say that on Nov. 10, Jacklyn S. Steed, 22, of 1904 East Elm St., West Frankfort, and Steven M. Burns, 37, of 10570 Steel Acres Lane, Marion, committed the offense of Unlawful Possession of a Weapon by a Felon when they knowingly possessed a silver .22 caliber Taurus pistol, loaded with eight live rounds.

Steed’s drug charges include Unlawful Possession of Methamphetamine 15-100 grams, Unlawful Possession of a Controlled Substance, identified as alprazolam, Unlawful Possession of Cannabis 2.5-10 grams and Unlawful Possession of Drug Paraphernalia, identified as a glass meth-smoking pipe.

Burns, a convicted Williamson County burglar, was further charged with Unlawful Use of a Weapon, alleging that he had the uncased silver .22 caliber Taurus pistol within immediate access.

His drug charges include Unlawful Possession of Methamphetamine less than five grams, Unlawful Possession of Drug Paraphernalia, identified as a used syringe with suspected meth residue and Unlawful Possession of Cannabis less than 2.5 grams.

Steed recently pleaded guilty to the meth possession and weapons charge in return for the remainder of the charges being dismissed.

She was sentenced to the Illinois Department of Corrections for five years and ordered to pay $417 in fines and fees, of which she has paid nothing.

Her co-defendant in the case, Burns, has not seen fit to plead as of yet.

More than likely, if he goes to trial, he will be seeing Sneed on the witness stand testifying against him.

ERIC GREGG MOVES LOCAL CASE AGAINST THE GOVERNOR TO FEDERAL COURT

U.S. DISTRICT COURT, SOUTHERN DISTRICT OF ILLINOIS - Apparently believing his chances are better in a higher-up venue and possibly where no one knows him, former Harrisburg mayor Eric Gregg, who had enough hubris to file a futile case against governor of the state of Illinois Bruce Rauner, had opted to take the venue of that case out of Saline County and up to the federal court.

Gregg has stated in his petition for the suit that he has the right under federal law to remove the case from Saline and over to the federal court system, in this case, Benton. At least he's right about that right.

The rest of the case is questionable at best.

Gregg, you'll recall from this articlethis article, and this article, was fired from his well-paying state job with the Illinois Prisoner Review Board (which was appointed him as a favor by former Gov. Pat Quinn, since Gregg covered up Quinn's failings with FEMA following the 2012 Leap Day Tornado in Harrisburg) after officials with the governor's office allege that he lied on documentation regarding his bankruptcy, which we pointed out when we first wrote about the bankruptcy a year ago.

Not only did Gregg allegedly lie on his bankruptcy paperwork (we say "allegedly" only because he's now trying to say he "made a mistake" on said paperwork; whatever the case, the information issued at the time is wrong, and possibly fraudulent), but upon discovery that Gregg has lied (proven...all you have to do is look at it) on his application for appointment to the IPRB, the governor's office told Gregg they had discovered this and had even MORE reason to terminate him from their employ, as that constituted "malfeasance" of office, one of the four determining factors for a sitting governor to get rid of an appointee.

This, of course, wasn't good enough for Gregg, and the man who just a few months before filed bankruptcy claiming he was dead broke and needed to restructure his debts, and as of mid-September being now unemployed, was able to scrape enough funds together to hire an attorney out of Marion to file suit against the governor for firing him...and he's actually trying to get his job back.

Add to that situation of contradiction the fact that certain ones among his cognoscenti in Harrisburg are now being eyeballed as rubbing elbows with some sort of "gentlemen's club" in town, and there are a lot of puckered hinies in Saline right about now.

What Gregg believes will come of the suit in court - other than cost the state money they obviously don't have - is beyond understanding, but there you have it.

It will be interesting to see what comes of his bankruptcy in the same court if an inspection by the trustee turns up that he did indeed falsify information on his paperwork. He could end up like the McGills in Eldorado, whose story you can read here.

WILLIAMSON COUNTY WOMAN SENTENCED FOR ESCAPE OFFENSE

U.S. DISTRICT COURT, SOUTHERN DISTRICT OF ILLINOIS - On December 16, 2015, Latoya M. McDaniel, 29, of Marion, was sentenced on a one-count indictment charging Escape from Federal Custody, Acting United States Attorney for the Southern District of Illinois, James L. Porter, announced today.

McDaniel, who had previously pled guilty to the escape offense, was sentenced to 9 months of additional incarceration, 3 years’ supervised release, and fined $200.00. Evidence at the plea and sentencing hearings established that McDaniel was serving a 78 month federal sentence for Conspiracy to Distribute Crack Cocaine. McDaniel was being housed through the Centerstone facility in Marion, Illinois. On April 6, 2015, she failed to return to Centerstone as required.

McDaniel fled the area and was located and arrested by the United States Marshals Service in Missouri on June 23, 2015.

The investigation was conducted by the United States Marshals Service. The case was assigned to Assistant United States Attorney Amanda A. Robertson for prosecution.

THREE SENT TO HOSPITALS AFTER POLICE PURSUIT IN CENTRALIA

MARION CO., Ill. - A police pursuit of a wrong-way driver in Centralia lead to a crash that sent three to hospitals both in and out of the area.

The incident, which was handled by Illinois State Police out of District 12 Effingham, happened last night, Friday, December 18 at 10:31 p.m.

Preliminary investigative details indicate that Marion County Deputies and Centralia Police Officers were pursuing a wrong way driver on E Noleman Street (Rt 161) in Centralia, which was a gray 2007 Ford Focus being driven by Seth W. Lambert, 38, of Vernon, Ill. With him was a passenger, Matthew A. Baumgartner, 22, of Centralia. Authorities say Lambert was traveling west in the wrong direction toward the intersection of North Elm (Rt. 51 northbound).

Stopped at the intersection red light was a white 2003 Nissan being driven by Raigen A. Schwartz, 19, of Walnut Hill. Lambert's vehicle was traveling at a high rate of speed and proceeded through the intersection of North Elm and struck Schwartz' vehicle head-on. Both vehicles then proceeded westbound on E. Noleman, with the Lambert vehicle coming to rest after impacting a power pole head-on and Schwartz' vehicle coming to rest along the right curb.

All three occupants were transported to St Mary's Centralia Hospital. Lambert was then airlifted to Barnes Hospital. Schwartz was airlifted to SLU Hospital.

Charges are pending with Marion County Sheriff's Department adjacent Lambert.

ONE INJURED IN INTERSTATE SEMI CRASH

FAYETTE CO., Ill. - A semi accident on Interstate 70 in Fayette County last night sent a truck driver to the hospital and closed the eastbound lanes temporarily.

The accident occurred at the eastbound milepost 56, five miles west of Vandalia in Fayette County last night (Friday, December 18), at approximately 11:38 p.m.

Illinois State Police District 12, who worked the crash, said this morning that preliminary investigative details indicate a combination unit 2007 Freightliner truck-tractor/2003 utility semi-trailer being driven by Lampty Welbeck, 48, of Indianapolis, was traveling east on Interstate 70 5 miles west of Vandalia. Welbeck then drove off the roadway onto the north shoulder and into the median. The vehicle, while in a skid, came back onto the roadway (I-70 East) and overturned before skidding into the south guardrail face of I-70 East.

Eastbound lanes were closed for two hours. Welbeck was transported from the scene by helicopter to St. John's Hospital; he was later cited by ISP for Failure to Reduce Speed to Avoid an Accident.

OREGON MAN CONVICTED OF DIVERTING MEDICAL MARIJUANA AND MONEY LAUNDERING

U.S. DISTRICT COURT, SOUTHERN DISTRICT OF ILLINOIS - An Oregon man, convicted of Conspiracy to Distribute Marijuana and Money Laundering, was sentenced to federal prison on December 17, 2015, the Acting United States Attorney for the Southern District of Illinois, James L. Porter, announced yesterday. Walter Wayne Moser, 51, of Eugene, Oregon, received a 1 year and 1 day sentence for offenses which occurred in the Southern District of Illinois. Moser had previously pled guilty to those offenses.

Following release from imprisonment, Moser will serve a 3 year term of supervised release.

Moser was also ordered to pay a $375 fine and a $200 special assessment.

The investigation in this case showed that Moser operated a medical marijuana dispensary that was legal under Oregon state law. In addition to dispensing medical marijuana to patients in Oregon, Moser diverted pounds of marijuana to a co-defendant, Jason Furlong, in West Frankfort, Illinois, where the marijuana was resold for recreational use. Furlong would sell the marijuana and send payment back to Moser by FedEx in packages addressed to Moser’s graphic design company, which Moser used as a front to conceal the nature of the drug proceeds.

“Even as States like Illinois and Oregon have enacted laws allowing for medical use of marijuana, the United States Department of Justice still maintains a strong federal interest in preventing the diversion of marijuana from states where it is legal under state law, in some formto other states, and in preventing the diversion of marijuana intended for medical use to recreational use,” said Acting United States Attorney James L. Porter.

Evidence in support of this prosecution was obtained in an investigation which was conducted under the auspices of the Organized Crime Drug Enforcement Task Force (OCDETF). The OCDETF initiative is designed to bring federal, state, and local law enforcement agencies and resources together to identify, target and dismantle large national and international drug trafficking organizations. Agencies participating in this case include the Drug Enforcement Administration, the Internal Revenue Service, Criminal Investigations, and the Illinois State Police. This case was prosecuted by Assistant United States Attorney Donald S. Boyce.

RANDOLPH COUNTY MAN SENTENCED FOR METH OFFENSE

U.S. DISTRICT COURT, SOUTHERN DISTRICT OF ILLINOIS - On December 17, 2015, Thomas H. Schaeffer, 43, of Sparta, was sentenced on a one-count indictment charging Conspiracy to Distribute Methamphetamine, Acting United States Attorney for the Southern District of Illinois, James L. Porter, announced today.

Schaeffer, who had previously pled guilty to the methamphetamine offense, was sentenced to 188 months’ incarceration, 4 years’ supervised release, and was fined $400.00. Evidence at the plea and sentencing hearings established that, between January 2014 and February 2015, Schaeffer and others were transporting multi-ounce amounts of ice/methamphetamine from Kansas City to southern Illinois. Schaeffer was supplying dealer amounts of the ice/methamphetamine to others in Randolph County. At sentencing, the district judge found that Schaeffer was responsible for the distribution of approximately 2.95 kilograms of ice/methamphetamine.

The investigation was conducted by the Randolph County Sheriff’s Office, Jackson County Sheriff’s Office and Tilden Police Department. The case was assigned to Assistant United States Attorney Amanda A. Robertson for prosecution.

ALLEGED SELF-INFLICTED GUNSHOT WOUND REPORTED IN LAWRENCEVILLE

LAWRENCEVILLE, Ill. - A gunshot reported in the early-morning hours in Lawrenceville appears to have been related to an alleged suicide.

Authorities responded to a call for help at an address on 8th Street in Lawrenceville just before 1 a.m. this morning, Sunday, December 20.

As of a few hours later, at about 5 this morning, authorities were executing a search warrant on the residence, which we are withholding for now until family is notified.

We also have a name and will be reporting it later when it's released. Be checking back frequently.

We take a lot of abuse around here; in this "Ah'll do whut Ah WAWNT" society, people don't like it when the details of their antics come to light, and frequently, they'll turn on us and send us abusive missives which, for the most part we ignore (including threats, as you can't take these dweebs seriously anyway).

Occasionally, these mental midgets are so hung up on themselves and/or their mission du jour that they provide full-scale entertainment for us, so much so that we opt to bring it to you, our sensible readers.

On Friday (December 18), as we were getting ready to hit Kroger for a big fruit-and-vegetable run (we juice most of them, for health purposes), we were stalled getting out the door by a message from one Megan Martin on the backside of our Facebook page, which went thusly:

Ms. MeganMoo, as her Fecesbook url says (it really does; hit it; I like poking fun at the chubsters but you can't make this stuff up), is referencing an article in the current edition, all 400 words of it, Wife held against her will at Dolan Lake, which we appreciate, as it provides us with the opportunity to present to you a Read the Lead:

HAMILTON CO.— A McLeansboro man has been charged with violence after authorities say he refused to allow a woman out of his camper at Dolan Lake State Park.

According to court documents, on November 27, Billie Webb, 27, who gave an address of Dolan Lake State Park, Campground Lot 10, committed the offense of Domestic Battery when he hit Teri J. Webb in the face with his hands.

He is also charged with a single count of Unlawful Restraint with authorities alleging that he detained Teri Webb against her will by forcing her to remain in his camper and not allow her to use the phone.

Anyway, we turned the computer off because we were headed out the door and that was the last of the exchange. Here's the judici link in case you're interested in seeing what Mr. Webb was actually charged with and Oh! yep. There's unlawful restraint right there in Count 2.

I'd like to chalk it up to MeganMoo having watched too many true crime stories on TV and thinking that "unlawful restraint" means bound and gagged and tied to an immobile object for long stretches of time, unfed, unwatered, unpottied, etc. In Illinois, however, it doesn't have to rise to that. It can simply mean that at one point, Teri Webb (the sister in question) attempted to get out of the camper/trailer/residence/tent/whatever, and Billie Webb blocked her way. Once is all it takes; that's "unlawful restraint." Maybe MeganMoo is now cringing because she's experienced that a time or two...? Who knows. Anyway.

It's not "false documents." It's in the courthouse. You can go view it same as we do, MeganMoo. I challenge you to go up to prosecutor Justin Hood and get as nasty to him in person as you did to us on Fecesbook.

It'll give us something else to write about coming out of Hamilton County for next month.

UNION COUNTY MAN SENTENCED FOR METHAMPHETAMINE OFFENSES

U.S. DISTRICT COURT, SOUTHERN DISTRICT OF ILLINOIS - On December 21, 2015, Nathan G. Stokes, 34, of Anna, was sentenced in U.S. District Court for methamphetamine related offenses, the Acting United States Attorney for the Southern District of Illinois, James L. Porter, announced today.

Stokes, who had previously pled guilty to a two-count indictment charging conspiracy to manufacture methamphetamine and possessing pseudoephedrine knowing that it would be used to manufacture methamphetamine, was sentenced to 87 months in federal prison, to be followed by 3 years of supervised release, and fined $800. Evidence at the plea and sentencing hearings established that, between April 2014 and March 2015, Stokes was involved with others in obtaining pseudoephedrine and manufacturing methamphetamine in Jackson and Union Counties. At sentencing, the district judge found that Stokes was responsible for the unlawful  possession of approximately 222 grams of pseudoephedrine.

The investigation was conducted by the Union County Sheriff’s Office, Jackson County  Sheriff’s Office, and Carbondale Police Department. The case was assigned to Assistant United States Attorney Amanda A. Robertson for prosecution.

MISSING YOUNG MALE TEEN IN MARION; AUTHORITIES WANT YOUR HELP

MARION, Ill. - Marion Police are asking for the public's help keeping an eye out for a young teen who is considered a runaway.

Marion Police are currently looking for this 14-year-old male subject who was listed as a missing person/juvenile runaway by his family. His name is Da'Vaughn Graves and he has been gone since December 19, 2015.

He is approximately 5 ft. 10 in. tall and weighs about 120 pounds. Da'Vaughn was last seen wearing a black and red hoodie, jeans, and white Nike shoes. He was also reported to be wearing a sling and a bandage on his left arm.

NEW BURNSIDE MAN PERISHES IN TRAILER FIRE

JOHNSON CO., Ill. - The man who died in an overnight trailer in New Burnside has been identified by authorities.

Larry Gene Littleton Jr., 35, of New Burnside, was the man who was in the trailer on West 4th Street in New Burnside when calls began coming in just after midnight this morning (Monday, December 21). By the time responding fire departments from New Burnside and Stonefort arrived, however, the trailer was fully engulfed.

The state fire marshal was on the scene this morning; an autopsy is scheduled for Littleton tomorrow.

 

CAR FIRE IN MARION IMPACTS CARBONDALE COUPLE

MARION, Ill. - Two Marion police cars and a Marion fire engine responded quickly to reports of a car on fire around 7:30 pm tonight December 21, 2015.

A black couple  from Carbondale, wearing turbans, stood nearby as firemen extinguished the blaze which broke out in the trunk of their older 4-door blue sedan pictured here.

It was unclear what started the fire, but faulty wiring is presumed.

There were no injuries, other than the financial costs the couple seemed unprepared for, from the cost of towing the vehicle from the scene.

The incident occurred at the brand new intersection of Hillview Way and Morgan Avenue on "The Hill" in Marion. The fire appeared to have rendered the license plate illegible, but did not spread to the car's interior. Vernell's Garage loaded the car onto their car hauler and cleared the traffic lane in mere minutes.

This was the gal who was caught in June of 2014 having sex with two boys, between the ages of 13 and 17. Way too young to have sex with anyone...especially with a 40-something. But then again, 40-somethings, you'd think, are old enough to know better. And Lynn Like, apparently, does not.

While she was on a pay-or-appear status in Lawrence County on her felony Aggravated Criminal Sexual Abuse of a Child out of Lawrence (which she entered a plea to in February of this year, and was placed on 24 months PROBATION [caps used for emphasis....you know exactly what we're emphasizing]). she apparently offended again...she neglected to report a change of address.

Apparently she was living in Ste. Marie and moved to Willow Hill, and while she's registered as a sex offender in Jasper County, she didn't tell them, either...and now she's charged with felony Failure to Register in BOTH counties.
