RICHLAND CO.—A packed-out Richland County Board Meeting went down last night, Thursday, November 15, 2012, and it was mostly over the possibility of a no-kill animal shelter:
Brian James O’Neill, the increasingly-vulgar and menacing town pest, is seen on the far right, where his arm is getting tired video-ing everything that goes on around him….which got him in trouble in October.
