SPRINGFIELD – In July 2014, the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 342 businesses licensed to sell liquor. They cited 47 for violations of liquor control laws. Eighty-six percent of the licensees visited complied with Illinois liquor laws and refused to serve underage customers.
This report is a result of ongoing undercover and cooperative law enforcement operations conducted by Illinois Liquor Control Commission (ILCC) agents, local law enforcement officials and volunteers from high schools and colleges. The teams randomly visit liquor stores, restaurants and bars in communities around the state to check for ongoing compliance with state laws mandating that no liquor is sold to minors under the age of 21. ILCC agents also work with local and state law enforcement agents to focus on communities with a high incidence of underage liquor sales.
Below is the bulleted list by location of which establishments violated the law by selling alcohol to ILCC underage participants. Most visits are scheduled at random; however, the ILCC does exercise discretion to ensure that high-risk areas such as college communities and areas with historically lower compliance rates are visited throughout the year.

Antioch – July 24, the ILCC and the Illinois State Police District 2 conducted underage alcohol compliance checks in Antioch (Lake County). Of the 16 licensees checked, four sold alcohol to ILCC underage participants. Those licensees were:
- Antioch BP, 602 W. Route 173, Antioch
- Bernie’s Quik Shop, 830 Main St., Antioch
- Limerick Lounge, 912 Toft Ave., Antioch
- Port of Blarney 27843 W. Grass Lake Rd., Antioch
Calumet City – July 31, the ILCC and the Calumet City Police Department conducted underage alcohol compliance checks in Calumet City (Cook County). Of the 20 licensees checked, six sold alcohol to ILCC underage participants. Those licensees were:
- Chili’s Grill & Bar, 1580 Torrence Ave., Calumet City
- El Mariache, 537 Torrence Ave., Calumet City – second offense
- Fuddruckers, 1990 River Oaks Dr., Calumet City
- Maury’s Pub, 575 Torrence Ave., Calumet City
- Miska Food & Liquor Mart, 1255 Burnham Ave., Calumet City – third offense
- New River Oaks Liquors, 1242 Burnham Ave., Calumet City
Carol Stream – July 23, the ILCC and the Carol Stream Police Department conducted underage alcohol compliance checks in Carol Stream (DuPage County). Of the 38 licensees checked, three sold alcohol to ILCC underage participants. Those licensees were:
- Piggly Wiggly, 998 Army Trail, Rd., Carol Stream
- The Pride of Carol Stream, 260 Schmale Rd., Carol Stream
- Tracy’s Café, 405 Thornhill Dr., Carol Stream
Clark /Jasper Counties – July 23, the ILCC and the Illinois State Police District 12 conducted underage alcohol compliance checks in Clark and Jasper Counties. Of the 15 licensees checked, two sold alcohol to ILCC underage participants. Those licensees were:
- The Corner Bistro Company, 424 Archer Ave., Marshall
- L & M Grocery, 308 E. Black St., Martinsville
Countryside – July 24, the ILCC and the Countryside Police Department conducted underage alcohol compliance checks in Countryside (Cook County). Of the 17 licensees checked, four sold alcohol to ILCC underage participants. Those licensees were:
- Fajitas Mexican Restaurant, Inc., 6510 Joliet Rd., Countryside
- Hacienda Cocular, 5452 S. La Grange Rd., Countryside
- Papa & Son, Inc., 5418 S. La Grange Rd., Countryside

DeKalb/Kendall Counties – July 31, the ILCC and the Secretary of State Police conducted underage alcohol compliance checks in DeKalb & Kendall Counties. Of the 14 licensees checked, one sold alcohol to ILCC underage participants. Those licensees were:

Galena – July 31, the ILCC and the Secretary of State Police conducted underage alcohol compliance checks in Galena (Jo Daviess County). Of the 13 licensees checked, four sold alcohol to ILCC underage participants. Those licensees were:

- General Store, 425 Eagle Ridge Dr., Galena

Hoffman Estates – July 14, the ILCC and the Hoffman Estates Police Department conducted underage alcohol compliance checks in Hoffman Estates (Cook County). Of the 14 licensees checked, two sold alcohol to ILCC underage participants. Those licensees were:
- Neighborhood Pantry, 1469 Glen Lake Rd., Hoffman Estates
- Poplar Creek Bowl, 2354 W. Higgins Rd., Hoffman Estates
Homer Glen – July 15, the ILCC and the Will County Sheriff conducted underage alcohol compliance checks in Homer Glen (Will County). Of the 15 licensees checked, one sold alcohol to ILCC underage participants. Those licensees were:

Kankakee County – July 31, the ILCC and the Kankakee Police Department conducted underage alcohol compliance checks in Kankakee County. Of the 20 licensees checked, three sold alcohol to ILCC underage participants. Those licensees were:

Madison County – July 25, the ILCC and the Illinois State Police District 11 conducted alcohol underage compliance checks in Madison County. Of the 13 licensees checked, one sold alcohol to ILCC underage participants. Those licensees were:
- Ragin Cajun Piano Bar, 210 W. Third St., Alton
McHenry – July 18, the ILCC and the Secretary of State Police-Rockford conducted underage alcohol compliance checks in McHenry (McHenry County). Of the 19 licensees checked, zero sold alcohol to ILCC underage participants.
Montgomery County – July 17, the ILCC and the Illinois State Police District 18 conducted underage alcohol compliance checks in Montgomery County. Of the 20 licensees checked, two sold alcohol to ILCC underage participants. Those licensees were:

Naperville – July 30, the ILCC and the Naperville Police Department conducted underage alcohol compliance checks in Naperville (DuPage County). Of the 29 licensees checked, five sold alcohol to ILCC underage participants. Those licensees were:

Peoria – July 21, the ILCC and the Peoria Police Department conducted underage alcohol compliance checks in Peoria (Peoria County). Of the 30 licensees checked, three sold alcohol to ILCC underage participants. Those licensees were:

Sangamon County – July 3, the ILCC, the Illinois State Police District 9 and the Sangamon County Sheriff’s Department conducted underage alcohol checks in Sangamon County. Of the 30 licensees checked, four licensees sold alcohol to ILCC underage participants. Those licensees were:

- Donnie’s Homespun, 107 W Cook St., Springfield
- The Tin Can Pub, 225 E. Monroe St., Springfield

St. Clair County – July 30, the ILCC and the Illinois State Police District 11 conducted underage alcohol checks in St Clair County. Of the 19 licensees checked, two sold alcohol to ILCC underage participants. Those licensees were:
