DOC: Illinois man facing preliminary attempted child molesting charge in Daviess County

A Lawrenceville, Ill. man has been arrested in Daviess County for allegedly exposing his genitals to a 13-year-old girl.

Stephen Michael Mulkey, 26, was arrested by the Washington Police Department July 24 on preliminary charges of attempted child molesting, a class C felony; performance before a minor that is harmful to minors, a class D felony; and public indecency, a class A misdemeanor.

The charges stem from an alleged incident at the Washington WalMart May 27.

According to a probable cause filed with the Daviess Superior Court by Washington Police Officer Daniel Christie, Washington Police Sgt. Greg Dietsch received a call from WalMart’s Asset Protection regarding a male who had allegedly exposed himself to a 13-year-old girl in the store’s electronics department.

The day after the incident, Officer Christie received a call from Dietsch that WalMart believed the person who exposed himself to the teenager to work for the lawn mowing service that handles the WalMart property.

Christie spoke with a member of asset protection, other WalMart employees and the owner of the lawn service company at the Washington WalMart. The business owner allegedly advised Christie he believed the male in the surveillance footage appearing to expose himself to the youth was his employee, Mulkey.

Christie wrote in the probable cause affidavit Mulkey was wearing an orange cut off shirt in the surveillance video, and Mulkey appeared to have his hands on his genitals, outside of his jeans, as he approached a juvenile female in the electronics department.

Mulkey’s genitals were allegedly in his right hand as he approached the girl. Christie wrote the footage shows the girl walking out of the aisle in a different direction.

The crew leader of the company advised the suspect in the footage was Mulkey, and they had been working at WalMart the day the incident allegedly took place. He was not aware of Mulkey being gone for an extended period of time.

Christie spoke with the female juvenile on May 29. She advised the officer the man, later identified as Mulkey, was standing a few feet away from her in the aisle and appeared to be pretending to look at something. She added eventually the man walked up to her with his genitals in his hand and “asked her to touch it”.

The juvenile told Christie she said “no,” then backed away. He then allegedly said, “I’m just kidding” and left the aisle. The juvenile left the aisle and found a WalMart employee to which she explained what happened.

The juvenile allegedly told the officer she saw that Mulkey had his genitals out of his jeans and said “he was kind of rubbing it”.

The probable cause states the officer initially spoke with Mulkey on May 28, the day after the alleged incident. Mulkey admitted to being at the WalMart the day of the incident, and had gone inside the store to use the bathroom and walk around because…
