LAWRENCE CO., Ill.—The woman featured on page 1 of this issue has been formally charged in Lawrence County circuit court with theft of funds.
Kim Yost-Winningham, 34, Lawrence Township Supervisor since 2009, was charged yesterday, May 5, 2014, with Theft of Government Property, and a warrant was signed for her arrest at that time, with a $200,000 bail ($20,000 cash bond).
What brought this about is the same (alleged) situation that has many opining on a regular basis, “Poor Lawrence County.”
Over the past ten years, they’ve had a plague of public officials dipping their hands in the till and helping themselves to taxpayers’ hard-earned money (a phrase which rises to a new level in Lawrence, since the number of people actually PAYING taxes there has dipped to phenomenal lows).
In 2004, it was discovered Toni Hart was thieving from the Housing Authority. In 2005, it was Cindy Crewell from the Health Department. Both those women were charged and convicted in federal court. We then pointed out, IN PRINT, in 2009 that Max Schauf was filching in some form from the city of Bridgeport over which he was mayor. That same year, the sheriff’s daughter, Jana Adams, was popped for theft. In 2011, a county clerk employee, Amber Barker, was busted.
The list is probably greater than that for those who were never caught.
But that all changed yesterday with the charge prosecutor Chris Quick filed.

LAWRENCE CO.—Missing funds from a local township have resulted in an investigation that is set to expand into the federal realm.
Officials have reported that a recent internal audit of the books for Lawrence Township showed a shortfall over the past two years of “just over $30,000” (the exact amount was unavailable as of press time and further audits are being conducted to determine exactly how much is missing and how far back it’s believed the actions that caused the money to disappear were taking place.)
At the center of the mess is former Township Supervisor Kimberly Yost-Winningham, 34, who was just re-elected to that position in April 2013.
Yost-Winningham resigned her position when she was confronted with the accusations, reportedly in early March, this according to township officials who spoke with Disclosure on the matter.
