WILLIAMSON CO.—A wreck that occurred on Khoury Road towards Pittsburgh March 28 has resulted in a Stalking/No-Contact Order being issued against one of those involved.
Aside from a handful of traffic citations (for Failure to Reduce Speed, Driving on a Suspended License, Expired Registration, Operating Uninsured and Reckless Driving) all issued on April 3 (ostensibly after he was released from the hospital due to injuries received in the wreck), William J. Breedwell, 26, of Johnston City and formerly of West Frankfort, found himself the recipient of the order (also known as a civil OP) on April 1, apparently as soon as Thomas Fann, 27, of Marion, could get to the courthouse to file it.
The wreck, according to Williamson County officials, occurred as Fann was traveling in his vehicle down Khoury Road and a motorcycle, being operated by Breedwell, was ‘following’ him and rode up alongside him on the driver’s side. It wasn’t immediately clear whether the cyclist was attempting to pass Fann’s vehicle, or had other notions in mind. Whatever the case, a collision occurred, and Breedwell’s bike ran off the road and crashed, his injuries significant enough to call for an air evacuation by helicopter and hospitalization for a few days.
Unlike Breedwell, Fann was not cited in the incident, so apparently authorities, at least by the time of issuing Breedwell’s citations, believed Fann had done nothing wrong, despite one report that Fann had allegedly opened the driver’s side door of his vehicle and managed to strike Breedwell with it.
The ensuing OP filed showed why Fann might’ve been well within his rights to have done so, if that report is accurate.
In his petition, Fann reported on the March 28 incident:
“About 5:45 p.m. William Breedwell turned down a road I was on, saw me, turned around and started following me. Ran me off the road three times while banging on my driver window and trying to open the door. William then lost control of his bike and he wrecked on Pittsburg Road.”
Fann then outlined previous encounters he’d been having with Breedwell, each of them as unpleasant as the crash incident. On March 8, he reported, he “woke up and went outside to my garage about 8:50 a.m. I noticed my garage had been broken into an all my tools were gone. I notified the police, they came out to do a report. Upon arrival of the police we found footprints in the garage, down the driveway, up the front steps and under the carport. The only person I know would do such a thing would be William Breedwell.”
And even earlier, on January 21, Fann outlined: “Arrived home about 8:30 p.m. and saw that my garage had been broken into and my truck tires had been slashed and driver window busted. My neighbor said he seen the whole thing. He described the man that did it and said he’d been to my house multiple times. He was identified as William Breedwell.”
There is zero indication of what Breedwell might have against Fann. However, there is also no indication as to why, if those listed events actually did occur, there has been no arrest of Breedwell for such activity.
One premise has it that authorities have a tendency to be a little biased against a registered sex offender…which, as of October 2012 in Jackson County, Fann is.
Fann was charged in 2011 with Aggravated Criminal Sexual Abuse of a 16-year-old, with whom he had a sexual relationship when he was 24 years old.
Fann is registered as a Sexual Predator.
Whether Breedwell has it in for Fann because of this status, or the police won’t help him because of it, remains unknown at this time.
Fann was very upset over having the incident covered by media, threatening to “sue” Disclosure’s photographer for having shot photos of what was going on at the scene.
Breedwell, in the meantime, isn’t scheduled to appear in court on the traffic tickets until May 21.
