We’re beginning to wonder if the madness that is ISP investigator Rick White will ever be stopped.

White is front and center this month on page 2 with yet another outrage perpetrated against an undeserving civilian whose case has already been dismissed once by the court.

Here now is your first Read the Lead for the day, Targeting continues: sex charge refiled, chronicling yet another impossible situation the state police have found themselves in regarding one of their boays, little Ricky White, who feeds information to the local media and yet never faces any consequence for it.

WAYNE/WHITE COs.—The appearance of targeting an individual over crimes, whether committed or not, continues to follow Illinois State Police investigator Rick White, and the most recent occurrence of this has landed a Wayne County man back in jail and has called to the fore again the situation with a downstate doctor.

White, who has been sued in federal civil court by former ISP investigators for the very thing it appears he’s doing to Cody McVaigh and Dr. Jogendra Chhabra, may be facing more such litigation if the situation persists.

White’s reputation, methods and ethics have been called into question by these federal civil suits (filed by former ISP investigators Kelly Henby and Jim Hinkle and covered extensively by Disclosure for the past three years now), but at least those two have the advantage in that they can fight. McVaigh and Chhabra aren’t exactly in that position yet, having a disadvantage in that McVaigh is sitting in jail, and Chhabra is still under restrictions by the Illinois Department of Professional and Financial Regulations, who is holding his license at bay over an issue that it appears White is going out of his way to lie about.

White, it’s been noticed over the years, seems particularly obsessed about sex offenses.

When he’s not working a child death case or trying to bring down a public official (he’s been peripherally involved in some successful efforts, such as former sheriff Raymond Martin in Gallatin County, but has miserably failed in others, such as former sheriff Sonny McCulley in Wayne), White is inexplicably assigned difficult sex assault cases.

Some of them he manages to get “sort of” right, one of note being that of Haven Kirkpatrick in 2010.

However, this latest venture into the world of child sex assault seems little more than contrivance given the circumstances.

Cody McVaigh, a shy, awkward now-22-year-old from Bluford, first began seeing a girl from Albion in later 2012 when he was still just 20. He is said to have met her online, where she had a social networking profile that showed she was 19, and a student at Wabash Valley College in Mt. Carmel. The two began a relationship that very soon turned sexual, in December of that year, at a location in Wayne County, away from her home in Albion.
