The Tax Foundation released a report comparing combined statewide and local sales tax rates in the states that have them, plus the District of Columbia. Based on combined statewide and local sales taxes, Illinois ranked number 10, and based on statewide sales taxes alone, Illinois ranked number 12.
The subject of sales tax has garnered some debate in Illinois. Consumers pay sales tax on goods, but not services. Republican gubernatorial candidate Bruce Rauner has said he would consider the idea of expanding sales taxes to include services, but Gov. Pat Quinn said he opposed the idea in his 2014 budget address.
