NORTH CAROLINA–The child’s foster parents, Wanda Sue Larson and Dorian Lee Harper, both 57, were indicted on a litany of child abuse charges in North Carolina this week. The indictment revealed more details about the shocking abuse the child endured while living in the Union County home.
Larson and Harper, both 57, were foster parents of the little boy — who they allegedly chained to a piece of railroad track in his room, according to a copy of the indictment obtained by the Charlotte Observer.
When the deputy approached the home Harper exited the house and asked the officer why he was there. Harper gave the deputy his license but then another child in the house opened the door and released several large dogs – forcing the officer to flee to his car.
Larson then took the child inside and threw the chicken carcass into a barrel, authorities said.
Police searched the home and five children ages 14, 13, 11, 9 and 8 were removed from the home due to deplorable conditions inside. The home had pets that were also living in terrible conditions, police said.
The two adopted four children and were the foster parents of the 11 year-old, police said.
The boy broke his wrist once while trying to escape, the paper reported.
The child also had a two-inch scar on his face after Harper allegedly sliced him with a knife. The man is also accused of using an electrical wire to burn the boy’s face near his eye. The couple never took the boy to a hospital for treatment of his wounds.
